Not sure but one thing to keep in mind: the manufacturer's warranty will be voided.

Depends on the country. It's not necessarily a legal issue, but it's more of an emissions issue. For example, if you own a Peugeot (most common brand in France) and try to ship that into California, the state of California is not going to allow it due to the Peugeot not meeting emission standards.
