Do you have the remote for the alarm? If so, hit the disable (unlock) button, and then try to start the car. Without knowing if this is a factory alarm, or an aftermarket one, it is not going to be possible to give you exact instructions, but most alarm systems will cut off the starter or fuel when they are set off. The battery being changed set off the alarm, so now the alarm needs to be turned off.
