Default Cruise Control Operation?

How does the cruise control work on a '95 Camry? I have major wiring
problems the cruise control hasn't worked since the engine was replaced
about a year ago. Is there a magnetic pick off that transmits a pulse per
rev from the transmission to the engine control computer? How many wires
are involved (command switches, signal, battery, ground, command to set
speed of the engine, brake switch, etc)?

Connector IH2 is where all the corroded wires are. There is on Red-Black
wire dangling in air and I can't find its mate on the other side of the
connector. The wiring diagram shows only one R-B wire and sure enough it's
in the Cruise Control! But it is shown on connector IR3 not IH2.

Can anyone help me find the other half of this wire so I can try connecting
it to see if the Cruise start working again? TIA
