Default Cigarette Lighter - 12 volt power with car off ?

1995 Camry

My wife swears that before we had a new radio installed, her cigarette
lighter
did not shut off when the car was shut off (she claims her cell phone
charged all night).
After the radio was installed - the lighter is dead when she shuts off the
car.

How does your 95 Camry lighter work? Is she right or wrong ?

Thanks,

Mike

P.S. I hope she's wrong (haha)

In my late 94 V6 (assembled here in Oz) the cig lighter is dead when the
ignition key is out. It needs to be on Acc position. I had a Tarago the
same.
