Default Mudflaps

All,
I have a '93 Camry 4cyl I bought recently. I just noticed it doesn't have
rear mudflaps.
I've looked at a few others on the road and some do, but some don't. Are
they supposed to be there? If not, Why not?
Or are they just prone to falling off?

Optional. You can buy them.

Both front and rear were optional - If I recal they were about $50 a pair.
