88 Celica st fails emissions test

Default 88 Celica st fails emissions test

My 88 Celica st failed the emissions test today at 15 mph test.It passed at 25 mph. What could be the possible reasons it did not pass. The car has 182k miles . Any advice on what can cause it not to pass?

When was the last time you tuned it up, and WHAT did it fail? NOX can be
caused by improper timing, and I believe this car still had ignition
timing. I can't remember exactly, if Ray O were still here he could tell
you, or someone else might be able to also, but I think you advance the
timing ever so slightly to bring NOX down a bit.

Where the hell are they testing a car this old for emissions? Even Mass
has given up, and only does OBDII on 1997 and newer cars.
