Default 90 4runner cruise control not working, will a broken speedo cable cause this?

If not, where is the speed sensor combo meter? Thanks.

If the car does not know how fast it is going, the cruise will not work.

The speed sensor is usually on the tailshaft of the transmission, but is
sometimes on the diff housing.
