On all Toyota hybrids the B stands for engine braking and should be used when you are riding the brakes descending a long steep slope such as a mountain pass and the vehicle switches from regenerative to friction braking because the HV battery is as fully charged as the computer will allow it to be.
It functions similarly to downshifting a conventional automatic or manual transmission vehicle when you don't want to overheat the friction brakes and cause them to fade.
