It is because most of these are diesel engines....Toyota goes with the strictest smog laws(calif) as a base for their smog program...If it passes in calif it will pass in all 50 states....Calif diesel smog laws are so strict that most car companys will not sell their diesel rigs in the u.s.A friend of mine bought a BJ60 into the country from canada...Calif dmv wanted 7000.00 in impact fees to register it....He sold it to a guy in utah...
