There's not enough information in the video to diagnose. I think what you're hearing is not the engine actually starting, but the Prius attempting to start it. You only have a few tries before you run down the traction battery, so you need to get the codes read. Perhaps the ignition wiring is off or broken. It's just not possible to tell without a visual inspection and getting the codes read.
