Why are so many corolla's in the 94-97 range missing the little piece under the tailight?

Default Why are so many corolla's in the 94-97 range missing the little piece under the tailight?
I have 97 Toyota corolla that I lent my father and I got it back missing a small piece that goes on the corner under the tailight. Its hard to describe but some know what I mean. But I notice that many people with the same car are missing the same exact piece and on the same side. Does anyone know whats going on?

yeah that is true also toyota tercel has the same problem..its a manufacturing problem,,,,
