Probably NOT the switch. i think those fans use a resistor to lower the speed. those can burn out and then you ONLY have high speed. they also have a little thermal breaker fuse on them that might break and stay broken. the resistor is actually inserted into the a/c box into the air stream. you should find a connector next to the blower motor with 4 wires on it on a plate with a couple screws holding it on the a/c box. Pull off the connector and check for continuity between each pair of posts. should have varying ohm readings. if it is "open" then the thermal fuse is blown or the resistors are burned out (need a new one).
