No, this is not normal. Do this; tug on the throttle cable to the trans-axle and feel if it moves smooth and freely. It should not stick or bind. It can get easily pinched,broken or forgotten when removing or installing the engine, damaging the cable and causing the issue you describe(I've done it-so I know). Next, check the adjustment. Prop the accelerator(engine off of course) to the floor or have someone step down on the pedal. Check at the throttle body--the stopper on the cable should be within 1 mm of the boot end--if not the cable is out of adjustment. As always, check the trans fluid level(idling) as well. Throttle sensor could affect the shift if out of adjustment, but you said it was fine before. Major Engine repair is a lot of money--if the sensor was bad, they should have told you during the engine repair-not after. If they damaged the cable, they need to step up and repair it--a good shop will. Talk to the manager if they wont help you. Good luck--T&T
