The Prius in the US does not have traffic re-routing capability. (There's an option in Japan, and I think the UK, that can do this, though.)
What sounds more plausible is that you have your navigation system set up to avoid toll roads or to avoid highways, so check your setup options/preferences.
So you know, the TRAF button will only cause your audio system to switch to a RDS radio station when they send out a signal that they're playing a traffic report on the radio. In reality, though, usually all that does is to annoy the listener, as the radio will usually never stay on the last station that you listened to, and often if the RDS station sends the TRAF notice, they're usually doing it to get radio listeners to listen to their station and don't usually have an actual traffic report for you to listen to.
