It sounds like there is more than one issue. The AC probably has a leak somewhere in the system. Check the condenser in front of the radiator for rock damage-see any oily stains? Could be a costly repair for a 19 year old car if the leak is inside on the expansion valve. The fan speed issue sounds like the blower resistor (mounted in the ductwork). It works on high because at high speed you are routing full 12v to the motor around the blower resistor. I would advise you to take the car and have a complete inspection done. Repairs for AC require specialized pressure equipment and can easily be over $1000. If the engine and transmission need work too, it may be time to assess your long term plans for this car. A $100 inspection can help you make an informed decision which way to go.
