The problem most likely is not your vacuum booster. Without the vacuum booster, you will have to push on the brake pedal harder, but the calipers will still close on the rotor to stop your car.
From what you have described, the caliper sliding bushings aren't free and sliding. (This is a normal maintenance check for these brakes.)
If you take out the sliding bushing bolts (12 mm. head), you will be able to pull away the cylinder side of the calipers. This will leave the slider bushings and the brake pads in the remaining part of the calipers. The bushings that remain, should slide freely. If they do not, you will have to dismantle and lubricate the bushing and pin with the proper grease. Check that the rubber dust boots do not have any tears at the same time. (This would allow water into the sliding bushing and will rust the pin.) You will also have to ensure that your rotors are clean and smooth. Take them to a shop to get resurfaced if necessary.
