If one didn't come with your car, you can order one through the Toyota Materials Distribution Center, or through your favorite Toyota Parts source. part numbers and MSRP are listed here:

You can also check with area junk/scrap yards to see if they have one available. Also check on eBay Motors, and other various shops online that sell used owner's manuals, if you want one cheaper than new.
If you have a credit card, a decently fast internet connection, and a lot of patience, you can get a short subscription to one of Toyota's document sites and download many tiny PDF files to get the entire owner's manual (as well as the repair manuals, electrical wiring diagrams, any recall info, etc.)
