Any idea why an 08 Prius continues to get dirt? paint? stuck around the lower exterior?

Default Any idea why an 08 Prius continues to get dirt? paint? stuck around the lower exterior?
The dealer said its paint; I spent several hours removing only to witness the return of this dirt? paint? My theory - something internal is causing this problem.

Some of your problem may be related to the roads that you drive on. Asphalt roads have a oil base to them that will evaporate when the weather is warmer, this film wil stick to lots of things. Obviously your car is a prime candidate. Then as you drive road dirt is gong to attach it self to your car. Sometimes you can drive over freshly painted lines and it will cause a major problem.
