You dont need to change the block just do a rebuild with low compression pistons and you will be fine. Then find a twin turbo kit for your car aftermarket. You can find prices by going to aftermarket parts on Ebay. This would be your best price source

That is the best resource for your car. I have a number of friends with 4th gens., and that is where they go. I could price it out for you, but that would be rather time consuming. You can definitely do it for under $10k though. Good luck!
