Yes, they are different. The serpentine belt is the big long one that drives all the "pump-like) things at the front of the motor - the water pump, the radiator fan, the air conditioning compressor, the automatic steering pump, etc. It's called serpentine because it has to twist around all those pulleys, since it replaces several separate belts - the way cars used-to have. The timing belt is inside the motor.

the serpentine belt is the one long belt in the front of the engine, or side of the engine, depending how your engine sits in your vehicle. You can see it running around various things such as your water pump pulley crankshaft pulley powersteering pulley and alternator. It is one continuous belt. If you were to take all of that stuff off the front of your engine, right behind the serpentine belt, and take the face plate off of your engine, you will find the timing belt.

The Serpentine belt is a "snakelike" belt that runs around several external devices on the outside (front) of your engine. There is often a spring loaded idler pulley around which the Serpentine belt passes to maintain a specific tension. Timing belts are often timing chains which synchronize the cam shafts to the rotation of the crankshaft. There will be one camshaft revolution for each two revolutions of the crankshaft.
