The 12v accessory outlet originally came with just a mock lighter cover. It is easy to misplace it. (A cigarette lighter is usually in a "smoker's package.")
Ask the parts counter at your Toyota dealership if you want the OE lighter or cover. About $10.
If you want a cigarette lighter, perhaps the easiest method would be to go to a junkyard/scrapyard, and buy a used lighter from them. it doesn't even have to work (heat up), and pretty much any cigarette lighter will work (not manufacturer dependent). But I think that a cover would be safer than having a working lighter if you have kids to worry about...
