Unsure of kerosene's ability to clean it but... W.D. 40 will without tarnishing your finish.

Kerosene, Diesel fuel, WD 40, bug and tar remover are all petroleum based solvents and will clean tar off without hurting the paint. You will have to wipe it off the best you can and wash it with soap and water. Then you will have to wax it as all things to clean tar off will remove wax.............md
