The first year of production on the Highlander was in 2002. For the 2002 and 2003 model years, they only offered a 5-passenger configuration without a 3rd row seat available. The first model year they offered 3rd row seats in the Highlander was the 2004 model year.































So in answer to your question, the year they started making the Highlander with 3rd row seats was in 2003 for the 2004 model year.
