occasional blue smoke....especially on first start from a cold motor...is usually valve stem seals. Any above average mechanic can do this job. Should cost around $150, plus a tune up at the time. Could also be many other things. Is there oil in your intake hose where this hose bolts to your intake manifold? That is indicative of rings.
you have failed to let us know what type of toyota you own i guess its efi when does this smoke come on first start cold if so its just you computer changing the fuel ratio and timing just as the old style choke operated on carby cars if it has a puff of smoke starting hot possible leaking valve seals you can check this by putting the car in a lower gear while descending a long down hill decent then accelerate if it blown blue smoke then its valve stem seals hope that helps
