Similar question was asked about the Sienna just the other day...
With the factory keyless remote, there is not a way of rolling the widows down from outside the car. The functions on the remote are that you can lock, unlock driver's door, open the trunk and panic button (horn beeps and lights flash).
There are a couple of manufacturers that you can roll the windows down using the key in the door or using the remote, but Toyota is not and has not been one of them. I know for instance that Nissan's and Volkswagen's have had that function.
There may be a way of setting that up aftermarket, but don't honestly know of a way from the dealership.
