The cheapest way to improve power is to install an induction kit to free up some air flow. The standard air box is very restrictive. You should then replace the exhaust system for a free flowing system without the Cat. It is legal for a car older then 1993 to have no Cat. This will improve performance quite a bit but don't expect a dramatic difference with this kind of set up, you will gain approximately 15-20hp. If you want real power you will need to look at Turbo conversions or Nitro. The problem with this is you will need to change the internals dramatically if you want serious power which will cost you thousands of pounds. The other problem is too much power will make the car very very thirsty. I would just for now do the intake & exhaust and save some money and buy a Celica GT4 or Impreza these cars are very fast but don't overlook the running cost because they are extremely expensive to run & insure.
