"Your mechanic" isn't much of a mechanic if he/she cannot fix an emergency brake. I am assuming that since you say the brake is adjusted tightly that there is little movement when you pull the lever. Take the rear brake drums off and pull the lever again. (Do not push the pedal!) If all is OK, the lever should come much higher, if it does not something is siezed and that is your problem. The first guess would be the cables. To properly adjust an emergency brake the cable has to be backed off until loose. Then the shoes have to be adjusted until they are very close to the drums, then the cable has to be adjusted so that the lever comes up about 4 or 5 clicks. Make sure the rear wheels turn freely when the brake is released.
