I haven't heard any specific information about the new Prius engine being significantly different than the prior version, with respect to noise. The engine is a bit larger which can provide better acceleration; that also means that it won't have to work as hard to provide a given amount of power, so it might be a little quieter at the same speed.
In the Prius' entire history, the waiting lists have never been uniform. That's because every dealer sets their own policies. Some dealers sell "first come, first served" and refuse to have a waiting list; that means if you happen to "be there" when a new shipment of cars arrive, it's yours (if you can reach an agreement on terms). Other dealers have a list, and "go down the list" whenever a new car arrives -- first person on the list that wants it, gets it. And none of that takes into account that some dealers sell at the factory MSRP (sticker price), and others mark-up high demand cars considerably above that, by several thousand dollars. Some people are willing to pay that, and there are dealers that are more than willing to sell cars that way. It's unlikely that any dealer will sell BELOW sticker price until the initial demand is satisfied, and there's no telling yet how long that may be. (Consider that it took 2 years before the Nintendo Wii sold at anything less than $249 in the USA, since it was always in short supply until recently...)
