when a car is sitting still, it can get very hot. When the car moves, is driven, the wind helps to cool the radiator,and thusly the engine. That's how the radiator is designed, so that the wind will go thru it and help cool the water, which then cools the engine.
So if the outisde temp is hot, that makes it harder for the air to cool the radiator/engine, because the air is already hot, and cool air cools engine better.
But once car is moving, then the engine will indeed cool down to show lower on the scale as you said.
