it should only light up if the belts aren't fastened. if the light continues to stay lit, have your mechanic adjust the computer sensor in the car.

You can't unless you were to go to an auto body shop and ask them but I'm not sure it's legal for them to do it unless the seat belt is actually in and it's still going but if it's just because you don't want to put on your seat belt they can't and you can't...

You can't. It is federally required that all cars have some sort of warning signal to alert the driver that the car is in motion and they are not wearing their seatbelt. The only way to turn it off is to plug in your seatbelt.
