For non turbo i would advise a new exhaust and air filter, combinedwith a good set of tyres and breaks this will make significant performance gains, for not a massive spend.
for turbo i would say all the above, but with an engine remap its easy quick and cheap. After that you are only restricted by your budget, intercoolers, new turbos, NOS and new internals are the way to go.
Always buy quality, and dont become obsessed with BHP numbers, you can always find time with good breaks, springs, dampers and transmission, cater your upgrades to suit.
