I have a 1991 Geo Prizm, (which is just a fake toyota, what with all the Toyota names underneath the hood).
I can adjust the idle engine speed. On the front side of the fuel injector piece, there's a recessed screw head.
I'm supposing that it'll be the same on your Tercel.
Just put a flat screwdriver into it and turn it about quarter turn each time, to see if it will lower it down.
You turn it clockwise to lower engine speed. I used to run it moderately high in New Mexico to keep engine speed up, but currently, in Tennessee, I've had to turn engine speed down way much more than I thot I could, because it's running at lower altitude with more oxygen in air, so burns easier.
Of course, if you take your car in for tuneup, the garage would automatically adust the idle for you.
