Standard Steelies are perfect. They are strong and Cheap for wheels. Should be around $70 a piece for Wheels.
As far as Tires go..... Do you need more of a Snow or Ice tire? Snow tires tend to be a little bit cheaper and easier to find. They do make Ice rated Tires but they are expensive. Although they do very well in winter weather.
You should head down to your Local Tire Store and talk to them. Now's a good time because sales are slow, but they won't have their Winter tires just yet. They will have a better idea of what the coming season will bring. Sometimes they offer new or updated Tire Models.
