Assuming the 1988 you're talking about is an FJ62 (4 square headlights, automatic transmission) and the 1984 is an FJ60, the answer is "not exactly". You can swap the FJ62 dash into the FJ60, but you pretty much have to swap the whole thing including the underdash steel supports. You'll have to address a few things that come up such as re-wiring the cigarette lighter and finding a way to mount the rear heater control since the FJ62 has it in the center console rather than on the dash.
