yes you should change when you change timing belt or at least every 90 k

Yes you need to change the serpentine belt and where it has 100k miles the timing belt may need changed some cars will bend the valves if the belt breaks

if you can afford it it is the smart thing to do, if you want to keep the car. also change the tension-er and water pump.

Should do it whenever it looks worn or shows signs of cracking. Usually around 60,000. You should change it, when they go, nothing works--for long anyhow.

Change it if there is sign of cracks or noisy chirping .
