It really depends on who you are and where you go. For example, a friend of mine had a 1995 Civic with just that passed smog when tested but they failed him on the visual because he had an aftermarket air intake that didn't have the CARB badge on it. However my 55 year old brother in law has a 1995 Civic with a built engine, turbo and the same brand intake (no CARB badge) and they passed him. When he mentioned my friend's problem with the intake and the guy asked, " How old is he? If he looks like he races, I won't pass him." It appears that they will pass you if you don't fit a certain profile (ie. younger age). See? It depends on where you go and who's doing the smog check. You might take your car in and they won't pass you but if your father did it (and he had the same name), they might pass the car on the visual. The emissions might be helping the air but many of the businesses that dictate who passes and doesn't aren't always fair.
