There are some PHEV Prius in fleet testing now. There isn't any date stated when they will be shipped as normal production. However, I expect it won't be until after the Mississippi Toyota factory is in production.
You generally never change the traction battery (that's the large one, there is also a small 12V one) because it's designed to last the life of the car. The MTBF isn't known because there aren't enough Prius out there with 300,000 to 400,000 miles. (MTBF means that half the batteries in a model year are out of service. Even the 2001 model year--2000 actual shipping year--isn't even close to having half the batteries out of service).
