If the push-rod on the master cylinder (actually the brake booster) is misadjusted it can keep pressure on the brakes just as if the pedal is depressed, but without turning the brake lights on. The push-rod would not normally be adjusted when replacing the master cylinder because it is really for the booster.
There have also been scattered reports of flaps forming inside rubber brake lines and doing the same thing, but to only one wheel.
To test if it is push-rod adjustment, remove the vacuum hose from the booster and plug the hose (this will make the pedal very hard, so do this where there is no traffic) and see if the symptoms disappear. If so, the booster is being activated by the misadjusted push-rod.
