If the oil is on top of the plugs then it's probably a leaky rocker cover gasket, which is easy to fix. Also check that the engine breathers are clear since crankcase pressure will cause an engine to push oil out all over the place - including past the piston rings. You can remove the plugs and look at their condition/colour to see if there's oil getting past the rings - you'd have blue smoke from the exhaust too is this is the case. You can buy a cylinder compression tester quite cheaply for petrol engines, this will give you an indication of the engine's condition too.
If you clean out that oil so that you can remove the plug without the oil running down it then you can look at that plug. If the plug is a normal colour where it goes inside the cylinder and not oily then the oil is getting onto it from outside the engine - as I say, prob the rocker cover gasket. If it is oily where it goes inside the engine then that would require further examination and anything that I suggested at this point would just be guesswork.
