Chiltons will show, if it even is possible. Perhaps it has become filmy and needs cleaning; Try buffing it clear on the outside with a soft cloth and some brasso metal polish- if soap and water doesn't do the trick. I use that on headlight covers and they clean up from foggy to water-clear after about 10-15 minutes of buffing. The dash windows shouldn't have anywhere near that much fogginess as an old plastis headlight cover.
