It should have a weight sensor in the passenger seat that activates it only when someone is in the seat.

If there is no "airbag off" switch (and I'm pretty sure there isn't in a 2006, I know my 2004 doesn't have one) then you can't manually turn it off. There is a weight sensor which turns it off/on, but it's pretty sensitive. If the passenger seat belt warning blinks when the seatbelt is unfastened, then the airbag is on.
