To answer your question.... if you are looking for real horsepower you need to custom build a turbo kit for it or go with an engine swap since the 5s-fe engine in your celica is geared towards fuel economy and not performance.
Keeping it N/A and no swap you are looking at an intake, custom build headers + header back exhaust w/ hi flow cat, and an upgrade in cams to the 294 regrind offered by webcams.
If you do all these you are looking at about a 30 hp gain to the wheels and that is mainly from the cams. And the 30 hp will come at a cost of about $1400.
Custom building a turbo for your car will cost you a little over $2k and an engine swap if you are mechanically sound enough to do the work yourself (which from your question you are not), would cost about $3k and $7k if you need someone to do the labor for you.
