pullies which are moved by serpentine belt are not moving of 2001 corolla.?

Default pullies which are moved by serpentine belt are not moving of 2001 corolla.?
I bought a car from an auction the car does not start, only a click sound is heard, I thought it is due to bad starter, but when a friend of mine checked the car he try to move the pullies which are moved by serpentine belt manually with the help of a crew range, the pullies does not move even after applying a lot of force, he then declear that it is not only the starter but the Engine is also dead, is his idea is right or I may try some mechanic, please give me some advise, becuse I dont have any extra money to spend on this car.

Pull the spark plugs out and try that again. Make sure the cams are moving. The timing belt may have broken, and the pistons could be hitting the valves.

those pullys may have cluthes on them...
