You probably did no harm since you filled it and did not drive far on the low tank. It ran sluggish because the mixture was far too strong and was not burning as normal gas does, its octane was very high during those 15 miles, so rich in fact that your car could not process it. Luckily you did not stall. Had you continued to run it without filling, you could have damaged your engine hoses. What they tell you is that this stuff cleans the fuel injectors--it does--but it is also hard on your hoses because it is intensely strong and can soften them if used too often, or if used in the wrong mixture as suggested on the bottle(use with a full tank.) But you should be ok now.
