Why is there an open hole on the steering gear?

Default Why is there an open hole on the steering gear?
I was under my wife's 4Runner fixing her Sway bar, and I noticed the steering gear had an open cover, that looked like it would fit something in it. There was grease on it, and the parts immediately behind it. I checked the repair manual and it shows the hole there on the diagram, but it doesn't specify what it's for. What is this area, and how do I maintain, or fix if necessary?

The best way to make sure is to take it to Toyota dealer and ask them to look at it and tell you exactly what's going on. Otherwise you would be guessing and that would be dangerous when concerning the steering of the car.
