On 2001 rav 4 with abs if I hold brake down on snow covered road the suv justs keeps sliding.?

Default On 2001 rav 4 with abs if I hold brake down on snow covered road the suv justs keeps sliding.?
The same thing happens if I pump the brake. In other words when the road is covered with snow (light or heavy) I can't stop the suv! Suggestions, please!
