98 toyota corolla - outer door handle is not opening the door, it only opens from the inside.?

Default 98 toyota corolla - outer door handle is not opening the door, it only opens from the inside.?
For the toyota techs. What is usually the most common fault for this. The handle assembly itself, or a cable/connection off to the latch? I believe the door panel has to come off anyway to inspect. I just want to get a heads up on what to look for and make sure I get everything I need. Thanks

door handle linkage or lock itself

usually its the handle its self. The pivot point is plastic.
