Hang out with him and find out. How are we to make a character judgment on some old guy on the other side of the ocean. Chances are good he's annoyed at how sensationalized the recall is on US news. He's CEO of a major corporation. Corporations don't have feelings, they have stock reports and customer satisfaction. That's all they have. Toyota couldn't give a short fart about how people feel. His apology was (like ANYTHING a CEO does on camera for any company) a calculated public relations effort. Nothing more and nothing less. He needs some time on the news saying that Toyota is making the best of a crap situation. What did you want? Did you want him to grovel and beg forgiveness that one parts manufacturer made a crappy product but due to trade agreements, they are required to use that manufacturer anyway?
