Your right, it could be either, but more likely the cv shaft. This is one thing I would not fix immediately if I was sure the wheel or brakes are not the problem. Watchful waiting, to borrow an uncomfortable medical term. Sooner or later it will become obvious or go away. Have you looked at the cv boot carefully to insure its not ripped? Once they let in dirt, the joint starts wearing. I think this car has rack and pinion, which can fail, but not catastrophically. Check the belts and fluids.
