They may well issue a recall, but I believe at this time, it's being treated as a "technical service bulletin." Recalls are issued on the basis of safety. The fact that it may cause engine damage is not considered "safety," in the same way that a runaway car would be.
Note, I'm not endorsing what Toyota is doing, they should just recall all of them and get it over with, but the bureaucratic rules dictate, at this point, that they don't have to.
